000000523 520__ $$aThe thesis works on the postulate that the ubiquity of the hazarous material handling and, particularly, transportation conducted in a professional, systematic manner is an irreducible and, essentially, benign reality of today’s society – a result of centuries of industrial revolutions and, more recently, post-industrial evolutions. Several trends and signals detected the increasingly global world we are living in may, however, change the original systems’ rationale and paradigm, mutating roles from serving to threatening. This is in fact the issue the thesis adresses, in an attempt to provide concepts and solutions for the identification, analysis and assessment of the causes that may pervert the hazmat transportation systems, the structural and operational errors and defects that may lead to abnormal operations, as well as the potential adverse effects on the economic, societal, political, and eventually human environment this kind of events may have. An extension of the hazmat transportation risk problematique is proposed, centered on integrating new and productive approaches from the emerging area of complex systems vulnerability assessment. All across the paper, the prevailing goal is to substantiate the feasibility of adopting increasingly appropriate definitions, metric concepts, and quantitative models for risk and vulnerability assessment in case of hazmat transportation systems. Models and methods for societal risk assessment are tackled in the first place, the vulnerability issues being addressed next, by designing a set of quantitative vulnerability assessment models and methods based either on fertile physical analogies, or on metric processes implemented in the analytical hierarchical decision making, in consense-driven managerial environments. Thus, new concepts as the vulnerability profile, and indices of the transportation routes and corridors prove to be defendable and profitable. Moreover, by systematically blending the proposed methods with the resources provided by the geographical information systems as well as with the ones originating in physical and statistical databases, the thesis endeavors to be indicative for the potential such kind of approaches may have in a performant security management, in modern societies.
